JSC UkrGasVydobuvannya representatives took part in the general meeting of the Association of Local Self-Government Authorities of Kharkiv region held on June 14 in Rohan village.

Volodymyr Sokolovskyi, Director for Land Relations at JSC UkrGasVydobuvannya, presented the company perspectives on the development of the regional territorial communities and the key social projects of the Company.

‘Nowadays, actual rent payments to the local budgets of Kharkiv region over the first four months of the current year amounted to UAH 194 million. By the end of the year, the regional communities should receive approximately UAH 593 million,’ he noted.

It is worth noting that this was possible thanks to the Law on Amendments to the Budget Code of Ukraine Regarding the Inclusion of Rent Payment for the Use of Subsoil for the Extraction of Oil, Natural Gas and Gas Condensate No. 1793-VIII dated 20 December 2016, which entered into force on 1 January 2018.

‘We are grateful to the of Kharkiv region for fruitful cooperation. Partnership relations bring extra funds for Slobozhanshchyna development. And only thanks to such cooperation, we will attain the goals we have set – energy independence of Ukraine,’ said Volodymyr Sokolovskyi.

Forecasts indicate that further effective cooperation of the communities with JSC UkrGasVydobuvannya will allow increasing rent payments to the local budgets of Kharkiv region by approximately UAH 150 million every year. This is a diametrically opposite situation to Poltava region, where the local communities do not receive millions UAH from the rent payments due to more than 60 refusals to approve special permits by Poltava Regional Council during the past two years.

At the forum of local self-government authorities of Kharkiv region, JSC UkrGasVydobuvannya also offered its own project on co-financing repair of public and country roads.

‘The roads can be repaired under the Program only in the areas included in the heavy and special vehicle routes, which significantly affect the public roads during the construction of wells. We are ready to finance 25-33.3% of the road repair cost. Other 75-66.7% are financed from the local, regional, and district budgets,’ said Volodymyr Sokolovsky.

In addition, UGV starts environmental monitoring of the Company facilties. The system of ecological monitoring includes the preparation of agrochemical passport for each land plot, where the wells are planned to be constructed; dosimeter measurement of drilling sites; artesian well water analyses, which are carried out by laboratory centers of the Ministry of Health of Ukraine; control of the atmospheric air condition on the border of sanitary protection zones.

‘One of the key values of JSC UkrGasVydobuvannya is the transparency of activities. Therefore, we are aimed at discussing all poignant social issues with the representatives of the local authorities and the public. The communication between the company representatives and the communities take the form of ‘open dialogue’ with the utmost regard for environmental interests of the residents. And this is easily understandable, since among them there are our employees. If necessary, we are ready to review and take part in co-financing of other social programs, which are extremely necessary for people,’ summarized Volodymyr Sokolovskyi.

It should be noted that the implementation of the project on co-financing repair of public and country roads and the environmental monitoring project in a partnership with the communities was possible thanks to the initiative of Oleh Prokhorenko, Chairman of the Board at JSC UkrGasVydobuvannya.

After discussing the report, the participants of the meeting of the authorized representatives of the local self-government authorities made an unanimous decision, in which they recommend the chairmen of the local councils and united territorial communities to actively cooperate on the abovementioned social projects with JSC UkrGasVydobuvannya.
